Simple but effective
I used to use the other type of wire strainer, where you turn the central section of the long, thin device to wind in the wire. They inevitably go rusty, and the fine threads quickly seize up. This simpler type of strainer should be much less susceptible to damage by rust. That’s not to say they won’t rust, but that should not stop them working. Because the only protection is a powder paint coating they will probably rust in time. My chief complaint is a lack of instructions. What I do is screw the device loosely to a post and then feed the wire through the hole in the frame, then through the hole in the rotating spindle. Then I wind the surplus few inches of wire around the moveable spindle. To tighten the wire, simply use pliars to wind it into the spindle.
