Bought one and the heating element
I'm not sure do I need to add fuild to this heater or just add elements and turn on.

Towel warmer
You will need to buy separately an electric heating element, to use this radiator. Or connect to your central heating system via plumbing addons. Product description should state No heating element included as misguiding the consumer otherwise a good product.
