Not sure if dangerous or not.
Earth appears to feed through the screws to the frame, while the screws are not recessed with a cover, which makes them dangerous. I will attach an earth wire direct to the metal backing box, from the Earth in the socket, hopefully bypassing the screws with a more direct route to earth. I will persevere with this.
