The Tesla Thermal Control plate is used to regulate the output of electric towel rail elements. With an IPX5 rating, you can wire an element directly into this unit (in the bathroom) giving you control over your towel rail heating.

Tesla Manual Heating Element Controller
I bought two of these a couple of days ago to control two towel radiators with only electric elements installed. This route was the cheaper and easier option, rather than changing the whole heating element for one with thermostatic control. Installation was easy, although the connection terminals are quite small and fiddly. They seem to work really well so far, but I've read a few reviews about them not lasting, so we'll have to see! One point to note is, the picture on the website does not match the controller you will receive, the two that I got have coloured buttons (pictured).
